MARK COLVIN: Farmers across the south-east of Australia are bracing themselves for what could be the worst mice plague in living memory.Mice numbers haven’t dropped off as much as hoped over winter and many growers say they’re extremely worried about the availability of bait.The permits for emergency bait mixing stations are due to run out at the end of the week, and some farmers say that will leave them dangerously short.There’s an emergency online summit this evening to discuss the issue. Barbara Miller reports:BARBARA MILLER: mark Hoskinson says when mice attacked his crop earlier this year he’d never had it so bad:MARK HOSKINSON: It’s been a long time since the last mouse plague that we’ve had. This would be one of the worst ones I’ve seen here.BARBARA MILLER: and how long have you been farming?MARK HOSKINSON: I’ve been here since I was a boy, so 40-odd years, 47 years and this is the worst I’ve seen them. BARBARA MILLER: mark Hoskinson, a wheat farmer from the northern Riverina district of New South Wales, paid around $10 a hectare for bait. But in a sense he was one of the lucky ones. Bait was available when he needed it. Some farmers were left waiting when mouse numbers began exploding.Andrew Polkinghorne is a farmer from the Eyre Peninsula in South Australia:ANDREW POLKINGHORNE: we were having to wait three weeks at times and by which time the crops were very badly damaged. It really didn’t work that’s the problem; it really didn’t work.BARBARA MILLER: and are able to put a figure on how great your losses will be because of the mouse problem this year?ANDREW POLKINGHORNE: oh it’s in the order of hundreds of thousands of dollars and that’s for each farm in the district. The cost on the community is huge. BARBARA MILLER: as bait availability became a problem emergency licences were issued for local bait mixing centres.They are due to expire at the end of this week and there are no plans at present to extend them.Alan Norden from the Pesticides and Veterinary Medicines Authority:ALAN NORDEN: we issued a permit earlier this year in autumn when there was a problem with bait availability. Now that permit allowed another manufacturer to manufacture bait in a number of locations. that permit is currently scheduled to expire at the end of this month and the information that we’ve obtained from sources within the states and also the National Mouse Management Working Group is that there are registered alternatives available and at this point in time we’re going to continue to monitor that and if necessary consider future permits as well. BARBARA MILLER: There are concerns though that by the time the situation is deemed to be an emergency, and temporary licences are granted, it’s too late.Andrew Weidemann is the president of the Victorian Farmers Federation Grains Group.ANDREW WEIDEMANN: It is a Catch-22. I mean back in April, may, June we were putting enough pressure on governments and industry people to try and get more bait available and it took six, seven, eight weeks before we had any reaction. So the last thing we really want I guess is to have to go through that process again because it’ll be way too late to try and save the crops. So we need to be able to react a lot quicker than what we have. It’s a bit like fighting a fire and you’ve got a fire truck sitting next to the fire and somebody’s got a bit of paper that says you can’t use the fire truck to put the fire out. So, I think that’s the issue and it’s really frustrating for growers. BARBARA MILLER: Some farmers say the registered products, even if available, are prohibitively expensive. and they’re calling for individual licences to be granted.mark Hoskinson.MARK HOSKINSON: We’ve been trying since April with the APVMA through New South Wales farmers and the other groups to try and get a permit to allow farmers to mix their own bait but we keep on running into brick walls with the APVMA saying that it’s a dangerous chemical and they just can’t allow farmers to mix their own bait because of the dangers associated with it. yet, many farmers across Australia use a lot more dangerous chemicals than zinc phosphide on their farms and to date I’m unaware of any problems with farmers mixing their own bait.BARBARA MILLER: There have been suggestions that farmers will resort to illegal mixing; do you think that’s happening or could happen? MARK HOSKINSON: I can’t condone or I don’t know of anyone mixing their own bait but you know look, I could understand the frustration people and the pressure that people are under to protect their crops and extraordinary times might lead to extraordinary measures. BARBARA MILLER: Andrew Polkinghorne from the Eyre Peninsula says if farmers don’t get on top of the problem because of the cost it can have a knock-on effect on neighbouring land:ANDREW WEIDEMANN: Farmers put it off or avoid it or can’t afford it or there at their overdraft limit, and so that just perpetuates the problems throughout a whole district. Whereas when the bait’s cheap, they can deal with the issue and are much more willing to deal with the issue straight up front, so that knocks the problem on the head. BARBARA MILLER: The Grains Research and Development Corporation is hosting an emergency forum this evening, which is being broadcast online, to discuss the mouse plague and baiting issues.
